The Law Department consists of the Law Director, Assistant Law Director and Administrative Assistant.
The Law Director is appointed by the City Manager and is the legal advisor to the City Manager and City Council, and performs such other duties and functions as assigned by the City Manager.
The Law Director is also the legal advisor to all offices, departments, and agencies as well as to all officers and employees in matters relating to their official powers and duties.
The Law Department employs an Assistant Law Director/Police Prosecutor who is primarily responsible for prosecuting violations of the City’s ordinances and State laws.Assistant Law Director Luke P. Gallagher has served as the Assistant Law Director and Police Prosecutor since 2003, but also held the position for 1 1/2 years previously.
Mr. Gallagher received his Bachelor Degree from Heidelberg College and earned his law degree from the University of Toledo. Mr. Gallagher also maintains a private practice in Conneaut.
Administrative Assistant Pamela Harper has been with the office for over 19 years. She is a graduate of Conneaut High School and the Ashtabula County JVS. Ms. Harper has also continuously served as the Clerk of Council since January 1, 1998.
